Wheat Environment Wheat in Rwanda is produced in higlands only - 1900 - 2500 masl. Rwanda only produces soft bread wheat (small quantities of hard bread wheat are imported for blending to improve flour quality). All wheat in Rwanda is produced by small scale farmers. Wheat production is rapidly increasing (2012) - partly through growing wheat area, but mainly due to increases in yields (improved varieties and agronomic practices).
